Arrest is work of task force

PLANT CITY - A 30-year-old Dover man arrested this month on child pornography charges was snared by a task force that investigates such crimes, officials said.

The task force included Plant City police Detective John McDowell, who arrested Joseph William Bullard at his home, 1224 Blue Sky Place.

McDowell, a member of the State Attorney General Office's child predator cyber crime task force, was one of 11 task force members who served a search warrant at Bullard's home on Aug. 4, authorities said. After seizing Bullard's computer and video files, task force members replayed downloaded files as they interviewed Bullard and others in the house, McDowell said.
Bullard acknowledged downloading and possessing child pornography, "at which time we arrested him and transported him to jail," McDowell said.

The task force uses computer software to identify those who download or trade child pornography, leading to the search warrant, McDowell said.

Bullard, who is unemployed, was being held last week at Falkenburg Road Jail on 20 counts of possession of child pornography, records show. His bail was set at $150,000.
